Eligibility for CAS courses is determined by school, course level, and the candidate's status as a civil servant or external applicant.

Government Standard Training

All civil servants are eligible for GST courses. There are no prerequisites beyond employment in the civil service. Courses are assigned through the personnel system; individual application is not required for mandatory training, though civil servants may self-enrol in additional GST courses through the learning platform.

GST courses are provided at no cost to the candidate or the sponsoring ministry. Recertification is required for Workplace Conduct, Administrative Law, and Emergency Response on the intervals published in each course's description.

Programs (Middle Management Certificate)

The Middle Management Certificate is open to civil servants at the Officer, Senior Officer, and Manager levels, typically with 3 to 8 years of service. Applicants must have completed GST Courses 1 through 6 or demonstrate equivalent experience. Admission is competitive; the Programs faculty reviews each application and selects the cohort.

Programs (Executive Leadership Certificate)

The Executive Leadership Certificate is open to senior civil servants at the Director, Senior Director, and Deputy Minister levels. Applicants must have completed the Middle Management Certificate or demonstrate equivalent management experience. Admission is by nomination or direct application, reviewed by the Programs faculty.

Languages and Cultures

Level 1 (foundational literacy) is open to any civil servant. Levels 2 through 5 require a placement assessment to determine the appropriate entry point. The assessment evaluates reading, writing, listening, and speaking skills in Government Anishinaabe.

External Development Wing

EDW courses are open to any participant regardless of civil-service status. Minimum recommended background varies by course:

  • Business Mathematics for Government — no prerequisites. Designed for professionals whose strengths are verbal rather than numeric.
  • Records and Information Management for Regulated Industries — recommended for compliance officers, records managers, and legal teams.
  • AI-Powered Software Development — minimum 2 years professional software engineering experience. Basic Git proficiency required.
  • Public-Private Partnership Negotiation — recommended for infrastructure developers, government contractors, and project finance professionals.
  • Crisis Communications for Senior Leaders — designed for C-suite executives, communications leads, and senior HR leaders.
  • Process Redesign Under Volume Pressure — recommended for operations leaders in high-throughput industries.
